Re your column Mar 7th, page 79. Salaries
of Congress, perm it me to state the First Congress did
by 2/3rds vote submit to the then a proposal to amend
by requiring no salary chlnge to members of sMl:
take effect until a new congress has at intervened.
The states did not ratify this.
It liaS Art 2 of the 12 su.bmi.tted. 10 were ratified
and became what we now call the Bill of Rights.
Had Art 2 of the proposal been adopted we would not have
